Anyone notice the first time the prime directive is active, Robocopsinks to the floor in writhing agonizing pain. Yet the second it happens when attempting to arrest Dick Jones while holding the old man hostage, he's walking around like it means absolutely nothing.

That's because he's not actually acting against Jones. It was originally unknown to him but at the end of the movie he knows about it so the system is warning him. In R3, the directive is changed to "Never oppose an OCP officer" and it no longer shuts him down - he simply can't act.

What Wags said. Robo is aware of his newfound limitation and isn't actively going for Jones.
"My programme will not allow me to act against an officer of this company".
No redundancy period though after the firing? I'd go straight to the HR department if I could.
